I contacted Dell and was able to resolve the problem with this easy fix...as follows. -Unplug the computer and disconnect all devices. -Press and hold power button for 10 seconds to sometimes it will take u to a different screen asking u which system to boot, if that screen pops up turn off your computer, turn back on do the F1 thing The Dell tech guy said the memory was corrupted or looped and this procedure cleared it out.
If you computer has a USB keyboard, it is likely that your mouse also connects to your computer using a USB connection. And I did blow out the connection. While booting up before Windows loads I got a "Keyboard Failure" message, but the screen goes away and Windows loads up normally.
